ARRA Incentives
The American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law by President Obama on February 17th, 2009, within a few weeks of taking office. The goal of the law was to create government expenditure programs that would help to jump start the economy. The law included such programs as Cash for Clunkers.
ARRA also included the HITECH Act. The Health Information Technology for Economic and Clinical Health Act was designed to reduce government expenditures on healthcare by reducing the cost of healthcare through technology. One of the primary focuses of this effort was the use of stimulus incentive payments to encourage doctors to use EHR technology. More specifically, doctors are required to "demonstrate meaningful use of certified EHR technology to receive incentive payments. The phrase "meaningful use" was born.
